Purpose of the position:

To provide strategic humanitarian advocacy and communications direction and support to World Vision CAR through the development and implementation of a humanitarian advocacy and communications strategy that effectively build the organization trust, reputation and influence in the country and beyond. The position will lead the country high quality content delivery for national stakeholders, partnership communications, Support Office marketing and any fundraising requirements to effectively describe and promote the organization’s visibility, mission, vision and impact to children and their communities. It will also provide technical oversight to WV CAR influencing, policy and communications work to create visibility and awareness relating to the key issues affecting and impacting children such as the food crisis, child associated with armed groups, the growing insecurity as a result of armed groups, children’ education, livelihoods and protection across the country. The role will engage with country-based partners in close consultation with the Responses Director and the Operation Director.

Major responsibilities:

Strategic Communications

  • In partnership with the regional office, the manager leads and executes an integrated advocacy and communications strategy in alignment with WVCAR’s strategy and builds World Vision’s reputation and strengthen the brand with key audiences.
  • Manage the delivery of high-quality, child-focused content/multi-media packages to meet World Vision’s priority audience needs, including advocacy, external engagement, grant acquisition and other resource development activities.
  • Ensure communications function is disaster ready to respond to the local humanitarian emergency and that the communications team demonstrates emergency communications core competencies.
  • Advance communications work around key joint global engagement initiatives.
  • Oversea visits and ensure approvals, coordination, scheduling, photo opportunities and media interviews, are well planned and executed.
  • Empower and equip programming staff to deliver a focused portfolio of first-class content, media and engagement work covering humanitarian affairs and advocacy ministry that supports income and influence goals.
  • Ensure strategic communications guidance to national/response director and senior leadership team on business needs as they related to reputation and trust.
  • Work with Response Director and Regional Policy and Advocacy teams to activate and regularly update a Partnership coordination channel (use MS Teams/quarterly calls)
  • Produce advocacy content for regional and global platforms such as the WAHER Advocacy Response Group (ARG) meetings
  • Carry out stakeholder and major events mapping of targets, allies, partners at the regional level (can be included in the EE Plan)
  • Ensure regular reporting (monthly updates) through relevant channels to highlight advocacy & communication achievements and build visibility for ongoing work
  • Proactively manage Partnership content and media chat room requests on MS Teams and ensure content is provided to Support Offices via the DM/HEA and Media chat rooms

Internal Communications

  • Strengthen communications capability and assure brand alignment across the response office to enhance organizational culture and effectiveness
  • Engage staff and leaders to engage in and champion World Vision’s global story and the national perspective through multiple channels, perspectives and events.
  • Establish response communications systems and processes to generate content in coordination with resource acquisition and management teams.
  • Identify, brief and train spokespeople to ensure professional on-message media engagement that promotes World Vision’s response operations.
  • Contribute to the production and dissemination of response reports including SitReps, updates and newsletters.
  • With support from the Regional Office and guidance, execute required Communications Policies and ensure staff understanding and monitor for compliance.

Humanitarian Advocacy and External Engagement

  • In collaboration with the response office departments’ leads, contribute to the development of a national humanitarian advocacy and external engagement plan for coordination, positioning and enhancing World Vision’s influence and impact.
  • Ensure that national digital platforms and social media reflect the World Vision brand and strategy, showcasing high-quality and compelling narrative and visuals, and increase engagement from target audiences.
  • Establish internal connections with relevant Support Offices to promote international media engagement while adhering to the Global Media Protocols and guidelines.
  • Engage media at the national level and provide messaging as needed, in coordination with the Partnership and support office media managers serving as a spokesperson for World Vision and developing other spokespersons.
  • Lead, host or attend and/or contribute to major donor, roundtables, clusters, governmental, and interagency forums and donors to facilitate discussions on thematic issues.
  • Create external engagement products such as Policy briefs and position papers targeted at influencing specific Tier 1 & 2 stakeholders that contribute to relevant sectorial debate on key children’s issues in CAR
  • Collaborate with country technical leads to define and advocate on key issues
  • Create and maintain a national, regional and global moments calendar, that map key dates, target audiences and internal stakeholders, and specifies supporting products.
  • Provide monthly updates of impact of CAR’s humanitarian Advocacy and External Engagement efforts at local and national
  • Support the review of all proposals and concept notes prepared by operation teams to ensure that they reflect advocacy and communication needs and priorities

Risk Management

  • Enhance and protect World Vision’s brand, partners and communities by identifying and addressing risk issues that might damage stakeholders’ perception of World Vision and partners.
  • Work closely with the regional office to mitigate and respond to controversial events and risk incidents, ensuring quick response to/ and recovery from disruption

Requirements:

  • A degree or equivalent in journalism or communications/public relations.
  • At least five years professional experience in advocacy /external engagement, including the implementation of multi-level advocacy and policy work
  • Sound understanding and experience in media relations, donor and public communications, emergency communications, advocacy communications and internal communications
  • Experience in team management and demonstrated ability to strategically plan and deliver.
  • English language fluency (written and verbal).
  • Excellent writing skills, with photographic and/or video skills also preferred.
  • An energetic, analytical and self-starting approach to projects that involve significant responsibility.
  • General experience in project management, with specific experience in the production of diverse and creative communications projects including publications, multi-media, websites/pages, photo and video reports, etc.
  • Excellent interpersonal and cross-cultural communication skills.
  • Able to travel and work in the field as an essential function of the position.
  • Deep understanding of or personal faith and the Christian identity as expressed through World Vision’s vision, mission and core values.
  • Audience analysis, segregation and targeting through most relevant platforms Social media analytics and strategy University degree in Humanitarian Studies or relevant field. Master’s degree preferred
